      it looks good, but doesnt have impact factor... maybe little bit SCIGEN. there are many indian journals based on power electronics which are cheap, easy to publish and have impact factor, i recommend you to try such journals.eg) Journal of Optics (India), IETE Journal of Research

    Sir,
    I have prepared an article about image clustering. When I send it to a world reputed journal, the editor report said that I have used outdated synthetic images. (I have used a synthetic image of two gray scales). I have seen some latest synthetic images generated by random data in some articles. But I can not get full details of the image or the matlab code for them. Though my proposed article is better than the existing methods in clustering I am not able to publish in a reputed journal. So I would like to publish in a "low impact factor subscription based" springer journal. I came to know such a list of journals is available in annexure-II in the net. But I can not get such a list. Can you suggest any such journal to me. I do not like to pay to publish in an "open access journal". So you may please send me the URL or list of such journals.
